. >> thank you very much. 607 now. let's try it again, sam. california's cap and trade laws expected to take effect today. want to check in with marla tellez. got the mike situation figured out there now. how it could affect us. >> i will try this again. good morning. cap ask trade will important more than 400 industrial companies in california to reduce their carbon pollution or by so-called carbon credits at auction. it is a centerpiece of a 2006 state law designed to reduce greenhouse gases to 1990s levels by 2020. the california air resources board will run today's first ever auction in which the pollution permits will be sold. one permit allows one carbon to be emitted. minimum bid price is $10 a ton. many businesses say that this merely is an energy tax that will cost them a fortune. while others, including pg&e support the move but warn it is going to impact rates and the cost could fall on the consumer. >> the goal of this is to cut the kind of emissions that can cause global warming. what that means is greenhouse gases are what we are after. they include everything from cement to gl

, not just fixing what's broken. >>> a san diego inmate the first to be released under california's revised three strikes law. that was approved by voters earlier this month. kenneth corely was serving 25 years to life on a record of nonviolent crimes, mostly burglaries, but he was released under the new rules in prop 36. now, prop 36 changed the law to require the third strike to be a violent or serious felony. the changes can be applied to inmates already sentenced under the three strikes law. >>> an oakland school board member still fighting to keep her seat weeks after losing on election day. alice spearman is challenging the results in court. she said her opponent, james harris, has no right to sit on the school board because of where he lives. harris lives in oakland but his neighborhood joined the san l leandro school district. >>> it is 5:05. you want to know in my mind what perfection is? thanksgiving, a big feast, lots of sunshine and sitting next to you on a thursday. >> oh, he's full of it today. >> and christina loren right now. >> we like to hear that, jon kelley. good morning

, "today in the bay." >>> california voters have ushered in a new era in state politics not seen in more than 100 years. with all precincts counted, democrats are announced they have won a supermajority in both houses of california's legislature. two-thirds majority in the senate and assembly allows democrats to pass tax laws, budgets and other spending issues without any republican support. this marks the first time since 1883 that democrats have held a supermajority. >>> now that voters have officially passed prop 30, college students will see those benefits almost immediately. csu students will get a refund for the tuition increase they paid this semester and tuition costs will roll back even more in the spring. csu officials say they're still working out the details, but students can expect to get back about $250 of their fall tuition. in college, that's large dollars. meantime students at uc berkeley calling for tuition cuts of their own. students will rally today to demand prop 30 funds be used to reduce tuition and bring back programs and classes that were cut due to the funding.
